Welcome to the Biltmore Neighborhood Association (BNA) website.  The BNA is here to be your source of connection and common advocacy to all 125 neighbor families living on the Westchester Country Club grounds.

The BNA was formalized in 2014 with the core goals of improving the safety on our roads and the security of our homes, beautifying our (already beautiful) neighborhood, and providing a central point of connection and communication for neighborhood topics and needs.

Living on club grounds entails some unusual realities that homeowners in Harrison and Rye don’t face—chiefly concerning some basic services that most towns handle more efficiently.  Our roads are maintained by the Harrison Rye Realty Corporation (HRRC), which is a majority-owned subsidiary of Westchester Country Club.  There are many consequences of this relationship—the HRRC maintains our roads, the town picks up our garbage and our recycling, and neither picks up our leaves as Harrison does for other taxpayers.  Other consequences that stem from this unusual state---chiefly that the ultimate responsibility for road traffic/volume, speeding, and home security gets lost in a no-man’s land of ambiguity.  The BNA was formed to be a common voice in advocating for the common and under-served needs of our neighborhood.

The BNA is currently comprised of approximately 75% of the club grounds residents. You do not need to be a WCC member to join.  Our membership and dues paying are both completely voluntary.  We annually solicit dues of varying and optional levels.

Some examples of successful outcomes funded/led by the BNA (in partnership with the HRRC) include:

  • Complete overhaul of the signage on all roads to achieve a more consistent  and refined look
  • Speed humps and speed gauges at important, highly-trafficked roads as traffic calming devices
  • Signage on the outer walls facing North Street 
  •  24/7 surveillance cameras to assist local law enforcement investigations and create crime deterrents
  • Successful advocacy against plans to develop the St Vincent's property—and many other similar projects
  • We also traditionally run food trucks on Halloween and share important safety and other information in real -time via the BNA Community Alert 

If you are not yet a member of the BNA, we’d love for you to join.  As you browse the site, you will find a few new tabs and activities on the calendar.  In order for this site to serve its purpose we encourage neighbors to be active here. 

  • Add photos to the Photo Gallery if you are having a fun event on your street or see some especially beautiful nature in our community. 
  • Use the Resident Alerts tab to message all of us if there has been suspicious activity, wild animals, a lost pet, etc. 
  • The Neighborhood Broadcast tab can be used for many things such as promoting your home before you put it on the market, inviting neighbors to participate in a charity run, telling folks your Girl Scout is selling cookies, organizing a book club, or setting up a neighborhood wide kickball game.
  • The Waste and Recycling Schedule tab is a quick reference for those new to the neighborhood.
  • Per your request we have added a tab called Neighborhood Recommendations.  Here you can list contact information for neighborhood baby sitters, landscaping, cleaning services, etc. that you have found to be exceptional.
